Fine: A heart rate monitor should not cause any problems with a pregnancy at any gestational age. The question is why she is wearing it. As long as she isn't doing extremely vigorous exercise and isn't using it in place of a monitor recommended by her doctor, it should be fine. Hope this helps. Best wishes to your wife and the baby.
