Unlikely: In the U.S., a cheap pregnancy test should still be accurate. For more confidence in one's testing, consider buying 2 different brands of cheap tests, manufactured by different companies and sold in different stores. If both of those cheap tests are negative, at 3 weeks after sex, then one can be sure that she is not pregnant from 3 weeks ago.
