Why does the body retain fluids when the kidney and liver are failing?

Simply speaking, they are the factories to generate the products that the body can use and eliminate the side products that body will not use or too much. Once they fail to function normally, fluid with those material cannot be eliminated, fluid will accumulate inside the body.
