Allergy?: Blisters on the genitals usually means herpes, but that isn't possible if you haven't had sex (including oral sex). Maybe an allergy, e.g. to soap or something like that? Are you sure the skin problem is blisters? You'll have to see a doctor in person and take it from there. Good luck!
