You need to see: a doctor. It could be hemangioma that needs to be surgically removed. But it could also be a blood disorder.

Cherry angioma: Simple, quick electrodessication or laser will erase it. You have a spot containing enlarged capillaries. That is why it bleeds when punctured. Easy to fix but OK to ignore.
