No: Dribbling urine is not normal, unless it's just the couple of drops left in the foreskin. If there is more dribbling than that, one should write down the details of what's happening (when it started, how often it happens, when it happens, when it doesn't happen, any other associated symptoms, all medications taken, etc.) and take the story to his primary care doctor for an evaluation.
