Emptying?: The first question is if he is dribbling because he is full all the time. This is called overflow incontinence. Unusual at this age but important to rule out. Same for infection, which shoudl be tested.. The more likely reason is that he has an overactive bladder. If this is the case, it can usually be improved with medications.

See a urologist: This could be a sign of a blockage of the flow of urine, or an infection. I would see a pediatric urologist for a full examination and evaluation.
