Unlikely, but...: An IUD protects against pregnancy from sex a few days before getting the IUD, through the present time that a woman has the IUD in. So, the IUD would not prevent a pregnancy that started 3 weeks prior to getting the IUD. Presuming the woman had a negative pregnancy test before getting the IUD, it is unlikely that she is pregnant, with the IUD in. Of course, the IUD does not prevent STD infections.
