See physical therapi: Weakness of some muscles cause winged scapula and need to be investigated. Eg some muscle dystrophy, nerve damage etc.

Postural: First, learn about and perfect optimal neck & shoulder girdle posture. While maintaining that good form/posture, you should perform resistance exercises that target your middle trapezius, rhomboids, & possibly your latissimus dorsi muscles. If your scapulae wing during the exercise, you place your rotator cuff tendons at risk. I recommend getting a personal trainer or physical therapist to help.

Scapular Stabilizers: See a physical therapist who has significant experience with scapular stabilizing exercises. Working on the muscles around the scapula may make a sigificant improvement.
