Will get better: Many common viruses can cause bumpy red rashes all over. However, a toddler with a rash after a high fever breaks may very well have ROSEOLA, or exanthem subitem, which is identified by this appearance after high fever. It is common and goes away by itself. Your child should be getting better and behaving normally. Best wishes!
