Infection or allergy: An eyelid rash can be from a contact allergy (dermatitis), which can be from cosmetics to detergents used to wash pillowcases, for example. The eyelid skin is very sensitive, and can react to things that don't cause a reaction elsewhere: fingernail polish, for example. Infection usually is associated with pain and discharge, and may require antibiotics. An allergy can respond to cool compresses.

Contact rash: Although there are many potential causes, a contact allergy is the most likely. Try to figure out what is making contact with the lids on a daily basis (make-up, soaps, creams., etc) and remove that from your routine and see whether this improves.
