Several.....: Recurrent irritation/inflammation/infection. Seborrhic dermatitis, Ring worm, eczema, other inflammatory disorder like...Lupus possible. Donot rule out Lice. In your environment....adulterated hair applications, lice, fungal infection tops the list.
