Not so much lighter : but doesn't tan as much, unless you are in high altitude, without sun protection, and not sunburning. Otherwise, you are still exposed to UVB rays and need to wear sunscreen or sunblock when outdoors.

Yes: Pale skin makes vitamin D more efficiently in weaker sunlight. Darker skin allows better toleration of stronger sun.
