See your doc: This may be a very prominent vertebrae . If it painful you should see your doctor and get it looked at. it might also need xrays. Needs to be checked out. Best wishes.

Varies: I would not hesitate to be seen. There are a number of possibilities. The spinous process of C7 T1 are usually quite prominent in that area and feel like a bump. Benign processes such as a sebaceous cyst that can a bump as well. A simple exam would likely determine the cause.
