Atopic Dermatitis: is most likely what is happening. Formula is not usually a cause. I recommend you see her pediatrician. In the meantime, moisturizing lotions without perfume, warm not hot baths with cetaphil as cleanser. Put lotion on her before you dry her completely after bath. Her pediatrician may have you use a steroid cream but hold off on that until she is evaluated.
