Yes.: If your skin is dry you can use a moisturizer but remember first take a shower or bath preferably using minimal if any soap which dries your skin then get out of the bath and apply the moisturizer to the wet skin. Most people dry off before applying the moisturizer. Don't do that! Then pat those areas dry.
