Hard to say: without seeing it, but many people have small skin tags in this area or even hemorrhoids that are completely covered by skin so they look just like a skin bump. You can try sitting in warm water (or applying a warm compress) and see if it goes away. Don't mess with it. If it does get more painful or larger or drains, see a clinician.
