Little or no risk: Extremely rare if ever; there are no proved cases of it ever happening. One estimate, from a report by the Centers for Disease Control and Prevention (CDC), is that if the oral partner has HIV, the transmission risk is 1 in 20,000. That's equivalent to receiving BJs from infected partners once a day for 55 years before transmission might be likely, i.e. zero risk for practical purposes.
