Rear facing till 2yr: Current recommendations are until 2yrs of age . there may be state specific laws that your local highway patrol barracks may be able to inform you of.

Never before age 2yr: Rear facing allows the crash forces on babies head to be cushioned by the seat, forward facing throws the head forward and stretches the spinal cord.This can result in spinal cord injury or sudden death. I took care of one that was quadriplegic because of this. It's not safe to forward face before 2 in normal kids, and I recommend parents keep them rear facing as long as the seat allows it.
