Not characteristic: Down syndrome fetuses usually kick just fine. You should see a perinatologist for a targeted ultrasound, if your dates are correct. perhaps you are not as far along as you thought? Have you had obstetric care? Lack of movement at 28 weeks suggests either lack for amniotic fluid prohibiting fetal movement, or a neuromuscular or other condition preventing the fetus from kicking.
