In alaska for summer and have rash that looks like group of papules acne. feels raw to touch and is slowly spreading. could this be parasite/infectio?

Needs to be checked: We do not have enough information to tell you if it is a parasite infection or what it could be without getting more detailed history and really looking at the rash .I suggest you consult your doctor or a dermatologist to find out the cause of the rash

Hard to know: Parasite would be lower on the list of possibilities, but may be possible. Acne, contact sensitivity, photo (sun) sensitivity, foliculitis, vitamin deficiency/toxicity based on diet change and probably others may be on the list of possibilities. A physician will need to examine the lesion and to get more info to better help. Good luck and enjoy the summer!
