How many ounces of formula should a 16 week old baby drink? my baby takes 5-7 ounces of formula and he weights 16 pounds. does that sound about right

Yes...sounds right: On average, at 4 months old a baby takes around 4-5 ounces of milk every 4-5 hours, while some babies drink a little more and it is ok. At 16lbs, your baby is in the 75th percentile for weight which is just fine.
