Am post-stroke, read of botox for spasticity. what are the potential negatives? should i discuss with neurologist, or another type of doctor?

Neurologist: you should speak to a neurologist or rehabiitation medicine specialist about botox. When it is injected to reduce spasticity, it may cause weakness instead, so look for someone who has a lot of experience with botox, not just someone who took a weekend course.
