It is not tight: Depending on the hernia location the mesh can move some. The purpose of the mesh is to act like a barrier. It should not be tight or it would tear. The mesh stops things like intestine from bulging out. When you have a mesh placed during your hernia repair the mesh helps keep thins in place tension free. If you are experiencing pain in the same area see your surgeon they want to know.

It depends on the technique, type of mesh, and type if mesh fixation regarding the likelihood this will happen. See your surgeon to find out about your case.
