Papules: The little bumps on your scrotum are normal actually. They are glandular/papular in nature. When they occur on the penis their called pearly penis papules. Don't go squeezing them..your likely just invite infection. Now the rash, it could be anything from fungus to heat rash to an STD like syphilis. You should be checked by your primary doctor.
