Inactive androgen: The body uses chemicals that we ingest, such as cholesterol, etc. and then alters it with the help of enzymes in a stepwise fashion to create the active chemical or androgen. A precursor would be a chemical in the pathway that does not have the chemical nature or potency of the final chemical, which in your case, are androgens, but is recognizable as nearly there.
