? Urticaria: from your description, possibly chronic if it has been for more than 6 weeks, better see your doctor who might refer you to an allergist or a dermatologist

Do not touch!: First and foremost answer: herpes (HSV). No direct contact! Highly contagious. Sorry, IMHO not even barrier method/condoms can and do break. Get counseling (call your OB-GYNE or other), and him checked, know what you're dealing with. Not my specialty here. Sure, allergy to metals, adhesives, poison ivy, etc can cause itchy rashes that bubble up, but since he's your boyfriend, first things first.
