Whether brain lesion: ..affect both sides of the body or just one side depends on its size and location. In the cerebral hemispheres a small lesion may cause sensation changes on the opposite side of the body. In contrast, lesions in the brain stem or spinal cord may be very profound and affect both sides of the body leading to complete sensory loss or paralysis. Tingling is more likely due to peripheral nerve problem.
