No: An epidural with local anesthetic would have to be placed so high up in your spine (in your neck) that you would stop breathing. It is not an option. An epidural steroid injection could be done, but if the pain is really from your shoulder (and not your neck) then it would not help.

Maybe: Epidurals are often used to help relieve pain from a protruding disc compressing a nerve. Epidurals place anti-inflammatory medication on top of the protruding disc which can help reduce pain and inflammation. If your shoulder pain is coming from a pinched nerve in your neck then it may help.
