Possibly: For a young woman, a first-rash in this area could easily be from an allergen such as a pad or a new type of underwear/detergent. Alternatively, it can be a yeast infection if it begins to itch or continues despite removing the potential allergen. Any anti-itch cream would be helpful and can be bought over the counter. If not better, try an anti-fungal, also over the counter. Then see your GYN.
