1) diagnose 2) treat: Since I can't diagnose based upon your description, you need to go see your Family Doc or Dermatologist for evaluation to determine diagnosis then appropriate treatment. In other words, diagnose before treating, not other way around. I suppose you could just bleach everything in sight . . .
