Bumps on labia: Sounds like Fordyce spots which are small little dots often seen on the genitalia. Your itching may be something simple like a yeast infection. Best to see your doctor.

Needs eval: Hard to know for sure without an evaluation, but a yeast rash and genital warts are two possibilities. Would schedule with a gynecologist.
