Gosh yes,: Being high can make someone present with euophoria, racing thoughts, poor insight, impulsiveness, lack of insight and show affective change - so if the evaluator was not aware of that, it could certainly mess up impressions. Some of the diagnosis is strongly dependent on history, so it may also depend on how accurate of a report of past and current history of symptoms that was obtained.
