Shave down not up: Shaving bumps happen from scraping off superficial bits of skin and bacteria getting in there. Most of the hair on your face grows in a downward direction, if you shave upward (which is what you see on TV on shaving commercials) it gouges your face, scraping off skin. Healing and bacteria cause bumps. Saving down or sideways (but not up) will lessen that problem (but is isn't as close a shave).
