Exercise: the best way to increase circumference is exercise, especially weight training.

Protein and exercise: body habitus is often genetic, but males often want to increase bulk. Best ways to do this is to insure adequate protein intake, choose exercises specific for desired muscles. Higher weight w fewer reps will add bulk. Best to get a trainer, or work at a gym that has someone to assist. If needed, testosterone could be checked as well. Muscle supplements are available, but may not help you much.
