Puzzling question: If you are asking how to encourage her to delay her desire to an appropriate age, that is best handled by a councilor/ behavioral health person.Your doc could make the referral to a local source. If you are asking how to help her have sex, this is the wrong site.In my state I would be required to report the issue to Child and Family services for investigation.

A child who knows: about or desires sexual activity inappropriately for age needs referral to a child psychologist. Do not shame her, question her or act shocked. Tell her matter-of-factly that only adults who love each other &/or are married have sex. Put parental controls on TV's; limit her computer use to open family areas. The psychologist will evaluate for hypersexuality & other causes & provide therapy.
