No: The last week of pills in a 28-day pack are "inactive", so they do not change the effectiveness of the birth control pills if those last 7 pills are not taken. That means the effectiveness of the pack of pills is just as good, if one takes all 28 pills, or if one takes the first 21 pills, then takes nothing for 7 days, and then starts her next new pack of 28 pills. Withdrawal period still happens.
