Could be many: things. If there was a trauma certainly i would worry about a growth plate injury in an 11 year old and that requires an X-ray and doc visit to an ortho doc to confirm. IF no trauma could be synovitis (inflammation of the lining of the knee) or if it is red and hot could certainly be an infection. The lack of mobility and inability or pain when walking tells me you should probably get it checked
