Varies: It varies somewhat. You are right in saying a vascular problem can cause a foot to feel cold and numb; there are some neurological problems that can cause similar symptoms. I would not hesitate to be seen. A detailed exam and appropriate studies can usually determine the cause.

Possibly: Poor blood circulation can cause foot tingling, but so can nerve problems such as a pinched nerve in your spine, or peripheral neuropathy (i.e. cause by diabetes). If you can feel good pulses in your foot/ankle (check just behind the inside ankle bone, or on top of the foot just in front of the ankle), then it's unlikely to be a circulation problem. See a physician if symptoms persist or worsen.
