How much, how long?: Regular moderate to heavy alcohol use, when stopped, will cause an elevation in blood pressure due to early alcohol withdrawal syndrome. Some diagnoses of hypertension do not take this into account, especially when blood pressures are measured during the day before night-time alcohol use lowers them again. But one time alcohol use in moderation should not raise blood pressure alone.

It can: It is not specific to Tequila or any particular form of alcohol, but larger doses of alcohol (3 or more drinks per day in men, 2 or more drinks per day in women and men over 60) can be associated with elevated blood pressure, and can even be one cause of secondary hypertension. In alcohol withdrawal, blood pressure may increase to unsafe levels associated with stroke or heart attack.
