A few possibilities: Jock itch doesn't always itch. Erythrasma causes a similar looking rash; it requires antibiotics by mouth. If you are overweight or diabetic, it could be just irritation from moisture, yeast, or other superficial infection. Keep it clean and dry, and try a jock itch ointment if not yet done. If these don't work, see a doctor -- perhaps a dermatologist if your PCP hasn't been able to sort it out.
