Yes: The total IgE level tends to be elevated in allergic rhinitis and asthma but there is really little correlation between the level and the disease entity or severity unless the total IgE is zero. What matters most in allergic diseases is the IgE bound to the mast cells and basophils and not those free-floating one in the blood.
