Need to examine: It is not feasible to provide a meaningful opinion without taking additional history, physical examination and may be some tests. It would be prudent to see your doctor. If you have not done so, take HPV vaccination. Practice safe sex.

Needs evaluation: New onset skin lesions on the vulva (area outside of vagina), can be normal skin tags, but very often they are condyloma. They usually present either as a flat lesion that is raised or as a lesion that looks like a cross between an elephant ear and cauliflower. If you do have condyloma, there are medical and mechanical ways to try to treat them. I recommend seeing an OB/GYN for evaluation.
