Vision: Washing your face after using the computer for a prolonged period of time should not affect your vision and should be soothing. On the other hand you can get eye strain from prolonged use of the computer. It's best to take a shrot break every hour or so and let your eyes rest.

Not usually: Neither using a computer nor washing your face affects the eye much, other than by means of surface irritation. If you get soap in the eye while washing your face, the eye can be irritated. If you were using the computer beforehand, there may have been some surface drying that made the eye more irritable, so the soap may have been more uncomfortable than usually, and affecting vision form tears.
