Is it actually a good strategy to impose heavy taxes on cigarettes packs to discourage psmoking?

It helps: Anything that makes cigarettes less attractive is helpful and to the extent that raising taxes on them causes fewer sales, that is a good thing. It is a tricky path because if the tax is too high, smuggling and criminal behavior will follow.
