Not herpes: HSV doesn't behave at all like this. Once someone has HSV (either type 1 or 2) for more than a few months, the immune system prevents auto-inoculation, i.e. spread to new body parts. Something else is the cause of this rash. If it's in an area you shave, perhaps "razor" has a different meaning than you intended: shaving can trigger folluculitis, i.e. the red bumps of hair follicle inflammation.
