Soap? Herpes?: Two thoughts come to mind. Urethral pain immediately after masturbation often is due to an irritating lubricant, especailly soap (e.g. if you did it in the shower). Another possibility is recurrent urethral herpes. OTOH, neither herpes nor chemical irritation would last 3 months.
