Laser or Bleaching: Dark spots are always difficult to remove. Hydroquinone bleaching can help reduce the dark spots that increase from the sun. You apply it nightly after moisturizing. If your skin color is amenable, CO2 laser or chemical dermabrasion can help as well. Care has to be taken to prevent scar formation on the neck and chest area.

Acanthosis nigricans: If darkness on neck is also velvety to touch, you may have acanthosis nigricans. Check out http://www.mayoclinic.org/diseases-conditions/acanthosis-nigricans/basics/definition/con-20025600 for more info. Then go see your Family Doc for evaluation, including labs to check for diabetes.
