Redundant foreskin: If an incomplete circumcision was performed paraphimosis (swelling of the distal foreskin when left unretracted over the glans penis due to lymphatic fluid accumulation) can occur. The cure would be circumcision revision.

Here are some ...: Occasionally, a tight constriction at the end of foreskin may still exist, thus leading to such foreskin staying proximal to sulcus coronaris of glans penis; thereby, in time, paraphimosis takes place. So, always pull the tight foreskin down after cleasing and drying although circumcision was done before. More? Have urologist take a look for sure. Best wish...
