Depends: It is not necessarily "healthy" or "unhealthy" physically but if you are pre-occupied with this and you are not able to function daily and do your chores or whatever else you need to accomplish to be a productive member of society then it is a problem

Probably not: Probably not a good idea. While it is a normal harmless activity, the advice of "everything in moderation" comes to mind. Sometimes compulsive masturbation can be a symptom of something more problematic, especially if you feel unable to control urges/behaviors or thoughts. Almost any activity can become an addiction, so seek help from a counsellor if it is causing problems or distress.
